ACTION 4: INTEGRATION
4.1 VERTICAL INTEGRATION
AzioneHera believes the true challenge for the Hera Group lies in continuing its journey to become a fully integrated company specializing in the design, construction, and management of facilities serving the environment. This includes infrastructure for managing the waste cycle, water cycle, energy, data networks, and, finally, environmental remediation and territorial protection. The key to acquiring the necessary know-how would be finding ways to cooperate with other industry players such as Eni, Snam, A2A, IREN, Maccaferri, and their respective academic institutions. Such collaborations would exponentially multiply efforts without requiring additional budget. Given that approximately 50% of Hera’s contracts by value are regulated (e.g., agreements with public institutions like hospitals, schools, municipalities, military facilities), these processes would find immediate and practical application with an existing client base.
4.2 ESTABLISHMENT OF A TERRITORIAL PROTECTION DIVISION
Entering the territorial protection market would enable Hera to provide solutions in the construction of civil, geotechnical, and environmental works and infrastructure. – Ordinary and extraordinary territorial maintenance will likely become a priority in future public spending. – Cooperation with companies like Maccaferri and Prati Armati could facilitate entry into this sector. – With sufficient public spending capacity, this field represents a virtually boundless market within the company’s operating territory.

4.3 CO-OWNERSHIP OF A BANK WITH OTHER MULTIUTILITIES
Italian multiutilities should coordinate through Utilitalia to acquire a golden share in a nationally significant bank. This would create multiple synergies: 1. Physical branch presence, enabling both the acquisition of new clients and enhanced management of existing ones. 2. Ensuring that interest payments on debt remain within the company’s ownership circuit. A shared banking system for multiutilities would provide the financial stability needed to secure medium- and long-term structural investments. Currently, the best candidate for such a venture would be Monte dei Paschi di Siena, which is still owned by the Italian Ministry of Economy and Finance.
